The booklet is separated into headings that correspond to specific audiences, including: "Managers and Supervisors,"; "Employees,"; "Organizations and Conferences,"; "Communications,"; "Transportation" (Railways, Automotive, and Water); "General Devices for Lowering Morale and Creating Confusion"; and "Electric Power."
